On May 4, 2006, the U.S. Department of Education published an update to its April 2005 baseline report on the Opportunity Scholarship Program. "Evaluation of the District of Columbia Opportunity Scholarship Program: Second Year Report on Participation" is co-authored by Patrick Wolf of the School Choice Demonstration Project
at Georgetown University, in partnership with Babette Gutmann of Westat, Michael Puma of Chesapeake Research Associates and Marsha Silverberg of the Department of Education’s Institute for Education Services.
The report presents descriptive information about the first two years of implementation, during which 5,818 students applied to the program and 4,047 were deemed eligible. A total of 2,308 students were subject to a lottery and randomly assigned such that 1,387 received Opportunity Scholarships and 921 did not.
By fall 2005, the program was operating at capacity, with more than 1,700 students using scholarships at 60 of 68 participating private schools. |
